There are a lot of FCP plug-ins that can achieve this effect (the most-subtle is the "FilmLook" software that HBO made famous before camcorders got better).
The other trick to achieve the "silent era" look is over-cranking (slight speed up) the playback of existing footage or slight under-cranking the camera frame-rate during the shoot. The reason for this is that most silent films were shot around 18FPS, and when sound-sync films were standardized the faster rate of 24FPS caused older films to run faster (that "Keystone Cops" look).
In lieu of an actual plug-in or effect, you could lay down a separate video-only track (or an alpha-channel track) that has merely the dust-specks and scratches to add to the clean footage, and then subtract the chroma or add a sepia effect with some vignetting at the corners to invoke an "aged" look.

聽I'm sure there's another way to do it, but here's one way:
When exporting, go to File > Export... > Using Quicktime Conversion... > Options... > Filter... > Special Effects > Film Noise > fix it up to how you want it > OK
